Please help with my new 6950

hey guys

i need help with my new gfx i have just brought a HIS HD 6950 IceQ X Turbo 2048MB GDDR5 PCI-Express Graphics Card
i ran 3d bench mark and the core clock worried me being at 250 mhz

when i try to go into the setting in ccc it ask my to accept the agreement but then ccc will close and when i open the ccc again the option on the left hand side where i go into my overlock to check the settings isnt even there anymore

i have tried the lastest drives not sure if its something ive done or a faulty card
