Power on CPU Fan Spins 2 seconds then shuts Down

Greets once again Ladies and Gents,

Just had a system come back for repair, running an Intel Micro ATX Desktop Board with a Dual Core i3 Processor, 2x 4GB Mushkin Memory sticks mem specs are 9-9-9-24
I initially got the system to boot and an Operating system on the main drive (Windows 7). Now mind you nothing changed, and I get the power on Spin Up of the CPU fan and then shuts rite back down. No Post No Video.

Steps I have taken are as follows:
Pulled all unnecessary hardware, ie: add in video cards, extra hard drives, etc etc.
This board happens to have built on Video so I can connect directly to the board for video.
Still no go. This machine is baffling me. All hardware is *NEW* I am running it on a breadboard not in a case for ease of trouble shooting. All cards are seated properly.
No shorts under the board, it is actually bolted to a motherboard tray.

I have Cleared bios, via the quarter shorting out the battery trick and moving the jumper over and back again. no go.
Power supply is a Brand New 800 Watt unit, plenty of juice for the minimum hardware I am running.

Any Ideas would be oh so greatly appreciated.
