Need HELP with insoluble VIDEO CARD PROBLEM

Hi all tomshardware community!

First, I want to say, that my English language is not as well as yours so excuse me for my mistakes.

Ok, so let's start. My PC (stationary) info: 1GB DDR (400MHz), INTEL CELERON 2,8MHz, 4HDD storages (40GB IDE, 40GB IDE, 40GB IDE, 160GB SATA), MOTHERBOARD - ASROCK P4VM8, AND THE WORST THING is my VIDEO CARD - RADEON 9250 AGP 256MB :cry:

All internet is crying about RADEON 9250 video card, but no forums, topics, and comments can't solve my problem. In all games (NFS CARBON, CS, COLIN MC RALLY 2005, NFS UND 1, NFS UND 2...) my video is LAGGING. I think about 5-6FPS because the video is too slow to sound. My PC is clean (no dust), DRIVERS IS PERFECT (NEWEST). I'm from Lithuania, and i repairing all PC's here, thats my job so now if there is problems with drivers or something else. My resulotion is 1024x768. One more notice, that all videos (YOUTUBE too) is lagging. 360p also laggs, not tallking about 720p or 1080p... My AGP support 4x , 8x. Tried all video configurations, include BIOS AGP all options... All utilities, all ATI try tools. Nothing helped. Computer cooling is fine. Computers temperature's is excelent (HDD, VIDEO, CPU). Also tried overlocking my VIDEO card with RivaTuner. Nothings. I don't now that to do. Maybe video card is broken and not fixable?

More info : than i launch NFS carbon, and at start girl talking about drive safely in real world, that video IS LAGING TO.
MY DRIVERS IS NEWEST AND GOOD. All .NET from 1.1, 2.0, 3,5. 4,0 Client profile I have installed. My WINDOWS XP is original version and working very fast and execelent. No errors, no problems. Only video. All windows XP updates is installed. Refresh rate changing - nothing.

All of your hardware is pretty much obsolete. The video card is not meant for either gaming or watching high definition videos. If you want to play some games you will have to upgrade the rig entirely. The video at the start is probably 1024x768 which your graphics can't handle since it's only got 256mb of memory. So if you're looking to game then you're going to have to updrage, I don't see another option.
