Do Asrock motherboards have good quality?and is there a big difference between 1600mhz and 1333mhz RAM?

the second one is better. but i suggest you go for the hd7770 rather than hd7750 if you can.
and yes the 1600mhz ram should make a little difference over the 1333mhz.
i personally havent used asrock mobos but after going through a lot of user experience they seem to be pretty good.
but why are u going with B75 rather than H61 or H67 or H77 ?

Yeah, the second build is the better of the two. I love ASRock boards and am sure you will love that one. For a psu, I would go with a Seasonic 520w. Its cheap and will last through several builds depending on how often you upgrade.

H77 on sale at the egg and a great board... I use it with an i5 2400...
