Pci-e 3.0 better than a 2.0 video card??

Pci-e 3.0 is suppose to be better than a 2.0 so would it be a hd radeon 7770 pci-e 3.0 be better than a gtx 560 2.0??

Yes and no. The pcie difference is just how much bandwidth the card has access to. The 7770 is not faster than a gtx560 in games.
