New cpu and stuck on bios screen !!

What do you mean it's stuck on bios?
Is there some kind of error message shown or beeping audible?

Reset the BIOS to defaults.
According to gigabyte site q6600 is supported from bios F1, so an update shouldn't be required, but you can flash it with newest version just in case.

Disable boot logo in BIOS and check again. You should get something like that:

Check if it recognizes the CPU, if not, it means it's damaged.

As I wrote, you can disable it in bios. Then you will have black screen with more info.
BIOS -> Advanced Features -> Full Screen Logo Show -> Disabled.

Or if your PC is responsive after it hangs, you may as well use TAB button to switch to the POST screen.
