Yup you got it. The memory amount in the title/description of the card is the amount of vram (Video RAM) that the card has. Video RAM = dedicated RAM when talking about graphics cards.
The memory on a video card is called v-ram, dedicated and just plain memory. Because the memory on a video card is srictly for the card to use for the display and the operating system does not have access to it.
