Poor FPS in EVERYTHING? Please help....

I recently purchased a Asus 7770 ghz edition and get terrible performance in everything. I have a Windows index of 7.5 for graphics. And am sure that I have the most up to date drivers. However, playing games, even on the lowest setting with 720p I get 20-25 Fps. This seems crazy. Also during other testing the card just doesnt perform. Ive seen youtube videos of this card running in Furmark burn-in at 800*600 with a steady 35 fps. Mine runs at 9 fps with the same exact settings. The rest of the system is higher end, so i dont believe theres a bottleneck. Someone please help.

Win 7 Pro 64
Asus 990 sabertooth mb
Amd FX4100 OCd to 4.2ghz
8gb Corsair vengeance at 1600mhz
Corsair ax650 power supply

If it matters, nothing is getting too hot. Its all cooled by air, but monitoring with hwmonitor, speedfan, and thermal radar, nothing breaks 50c under stress testing. (prime95 blend and furmark burn-in at the same time)

War inc., Crysis, FSX, It also performs miserably in 3dmark.

I dont recall, and its no longer installed. I do know however that it was basiclly unplayable even on low.
