UE4 Build for $1000?

Is it at all possible to build a UE4 capable system for $1000. They say keplar is the only thing that can run it, so will a gtx 670 do or is my $1000 budget a joke and i need a 680?

UE4 will be running one consoles that are rumoured to have a Radeon 7670, don't build a computer from rumours.
