Slightly over budget, with some compromises made to get a 6950+i5, but here it is:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: Intel Core i5-2310 2.9GHz Quad-Core Processor ($175.98 @ NCIX US)
Motherboard: Gigabyte GA-P67X-UD3-B3 ATX LGA1155 Motherboard ($99.99 @ Newegg)
Memory: Crucial 4GB (2 x 2GB) DDR3-1333 Memory ($24.99 @ Newegg)
Hard Drive: Seagate Barracuda 500GB 3.5" 7200RPM Internal Hard Drive ($74.99 @ Amazon)
Video Card: Sapphire Radeon HD 6950 2GB Video Card ($189.99 @ Newegg)
Case: Cooler Master HAF 912 ATX Mid Tower Case ($49.99 @ SuperBiiz)
Power Supply: Corsair 500W ATX12V Power Supply ($49.99 @ Newegg)
Optical Drive: Lite-On iHAS124-04 DVD/CD Writer ($17.99 @ SuperBiiz)
Operating System: Microsoft Windows 7 Home Premium SP1 (64-bit) ($98.99 @ B&H)
Total: $782.90
(Prices include shipping and discounts when available.)

You can always add extra RAM later, and 500 GB is usually enough for the average gamer.
