How does one tell if a graphic card is working?

The fan is spinning. However there is a red led on at a spot marked as VGA on the motherboard.

You have several ways:
1) Try to connect your monitor to the different interfaces.
2) Try another monitor.
3) If you have another PC, try using this card on it, or a working card on your first PC, to see if there is a motherboard problem.
