Why cpu fan appears on my screen

i had an i3 processor with 4gb ram n windows 7 os, my system runs good at all times. but,recently i have been facing a problem,i could see the cpu fan running on my screen,the spokes and revolutions of those spokes at varying speeds could be seen on screen clearly? hw to rectify my problem
 
Your processor fan rotates at 1300+ RPMs and a lot of the time 2000+ RPMs most likely. That would mean more than 20 full spins per second, or 5% of 1 second per spin. That is on the slow side.

It would look like a blur if you could see it.

Not to mention the video card knows absolutely nothing about the status or operations of the processor fan.

I don't know what you are seeing, but it doesn't sound like it is related to the processor fan.
