Textures on games very blurry and text blocky and unreadable

On some of my games the textures are very blurry and the text is completely unreadable I'm pretty sure my graphics cards are not broken because i just bought them (X2 Gigabyte Radeon HD 6850) I have tried uninstalling and reinstalling my drivers and i really can't think of anything else to do

(btw I do not have my settings on low they are maxed out, so don't even ask)

H60 CPU Cooler
16GB DDR3 G.Skill Ares
FSP Aurum Series 750W Modular Power Supply
ASRock Z68 Extreme4 Gen3 Motherboard
X2 Gigabyte Radeon HD 6850

If it's the graphics card then why is it only happening with some of my games, it's not happening with Battlefield 3, Saints Row 2 and Just Cause 2 (i think it's happening with all games that are below DirectX 11)

I've tried doing a driver sweep and reinstalling them but nothing.
and i do have DirectX 11.
