System panel header

My Asrock mother board has

(i) three-pin power LED header and
(ii) system panel header that includes a two-pin PLED.

The manual does not indicate that there is a difference between the two PLEDs.

Why are they both there?

Some cases I have seen come with a 2 or a 3. Maybe they just set it up to accept both just in case? Otherwise if it just ran 2 and your case had 3 you have to mod the cabling.
