Can bad cpu cause no signal

I built my new rig and getting no signal. I changed motherboards,replace ram, replace psu, replace gpu,replugged everything. All the standoffs are there. my ATX 4 pin 12V power connector is plugged in. My only guess is its the cpu. It turns on but I get no signal. I took out my GPU and tried to the motherboard vga plug still no luck. I cleared cmos too. I can't even get into bios. Please help me
