if i was to get an intell prosesor ivy brige or sandy brige 4 - 6 cors and was not planing on overclocking would the fan and heatsink that comes with the cpu sufficient

About the only times you need to use a 3rd party HSF (heatsink/fan) with the 2nd and 3rd generation Intel® Core™ processors is when you are going to be overclocking or when you are going to be trying for a quiet system. Maybe you might also have a need for a 3rd party HSF if you are looking for a thin form factor case.
