Absolutely yes, the stock coolers are meant for the CPUs to run stock, however I notice some cooler's performance deteriorate around 2-3 years and start to have really high temperatures. So for no overclocking it is fine.

About the only times you need to use a 3rd party HSF (heatsink/fan) with the 2nd and 3rd generation Intel® Core™ processors is when you are going to be overclocking or when you are going to be trying for a quiet system. Maybe you might also have a need for a 3rd party HSF if you are looking for a thin form factor case.
