I7 upgrade no post boot loop w/ beep code

Computer runs for about six seconds before rebooting and continues to do so until I flip the power switch on the psu.

System Specs:

Cpu Cooler: Stock intel
Power Supply: Silverstone DA1000 1000W
Case: Cooler Master ATCS 840
Hard Drives: Patriot Torqx 128GB SSD
Western Digital Velociraptor 300GB
Seagate Momentus XT 500GB

Motherboard, processor, ram, seagate momentus purchased new today. Rest of parts are known to good and worked yesterday in the old system.

Currently have system stripped down such that only the cpu, cpu cooler, speaker, and power are connected to the motherboard. When power button is pressed, case fans spin. The fan on the intel stock heatsink takes about 2-3 seconds to begin spinning, and the system beeps four times. After about six seconds of uptime, the system turns off for 3 seconds and repeats the process. Continues boot loop until switch is flipped on the power supply.
