Best Card for 75 Bucks and other?

One of my friends is looking for an budget card $75 and under. Any suggestions?

What is the card to be used for? What are the components of the computer? We can't suggest a card with out knowing if it's compatable with what is currently in the computer.

This would be a good card as long as he has a 400w psu.

His power supply is 550w, just upgraded from stock. It has a dual core Pentium CPU of some sort. I'll confirm that and get back to you.
