Can a USB 1.0 device work in a USB 2.0 port ??

My brother has ordered a game pad which supports 1.0

Yes but the speed would be as of USB 1.0
All versions of USB are compatible,the device is what determines the speed at what the USB port will run.

USB1 is pretty much still standard for human interface devices like mice, keyboards and gamepads. Since keyboards and gamepads only need to send data when the user does something, they only need a few bytes per second worth of bandwidth (not counting protocol overhead) so it makes no sense to waste power and complexity on USB2/3 there.
