That's about 550-600 for Intel 2100, 8gb ram, msi mATX mobo, case/psu, all the other accessories you specified.

Not sure if you need monitor, if you do $120 for 21.5 inch at most places +$160-170ish for 6870 at most places.

or if you have a monitor, $210 for radeon 6950.

The other guy's build will go way over budge if you need all those other accessories.
