there not the same ram. vram that used on video cards is used by the video card for the video size that shown on a monitor.
ram used on a pc is used for the os and program. adding more ram will help the video card and your pc run faster but it depeneds on your os and motherboard. some older os have low ram limits and some mother boards on pre made machines you may have the max ram already installed.

But today, we really rarely see a system with 1GB or less RAM. I'm guessing it is a very old system.
