  3. Based on the system specs gleaned from the report (Intel Celeron E1400 / ASRock 945GCM-S, NVidia Geforce 8400GS), I don't see this as an overly powerful system; not requiring a ton of power from the power supply.

    Based in your description of what's happening, though, that would be my primary suspect. If you take the side cover off the tower/desktop and report the name/manufacturer/power rating on the side of the power supply (basically just tell us everything is says in the sticker), we might be able to troubleshoot further.
