Duplicate a layer to another image on PSE 3

I tried to apply an adjustment layer to many images by following the
PSE 3 help on duplicating layer:

Drag the layer's name from the Layers palette of the source image
into the destination image.

But this doesn't work for me. So I am forced to go to the
Layer>Duplicate Layer menu to copy the layer to one image at a time,
which is a big hassle for a large number of destination images.

Does this drag-and-drop layer feature work for anyone? Did I have some
configuration issue?

I just tried this on two images and it works fine, I was able to drag
adjustment layers between two images even if they were different sizes.

Are both files 8 bits/channel? Both in the same mode (ie, RGB color as
opposed to one of the other options)?

Maybe you can describe in more detail how you're doing this.
