Your 130 budget is for what? A video card? Do you have an available x16 slot open on the motherboard?
It looks like that computer comes with a 250w psu so you will be very limited to what you can get for a video card unless you want to upgrade that psu. Then you will have to find out the minimum system requirements to play Diablo 3.

This is what's in your computer now unless you have changed anything.

So there are the minimum system requirements and the recomended system requirements and you might not want to go with the minimum requirements because the game might not be very playable or enjoyable.

Here is a graphics card hierachy chart that will help you to select a card and you will have to make some decisions as to whether or not you are going to try and do something about the power supply.

The problem is that most of the cards are requiring a 400w psu and even though you may be able to run the card on a lower wattage psu you won't know that untill you put it in your computer so here are some things to look at and keep in mind that if you have a slim caes you need a low profile card and a tfx power supply , if you have a mini-tower then you can get a regular psu and video card.

Antec VP-450 450W ATX 12V v2.3 Power Supply
$37.99

HIS H675FS1G Radeon HD 6750 1GB 128-bit DDR3 PCI Express 2.1 x16 HDCP Ready Video Card
$89.99

If you have a mini-tower or mid-tower then you can go with these two and it will give you good performance and work with your system.

Get That, Nearly As Fast As A Stock GTX460 768MB, Needs No Auxillury (No Additional PCI-E Power), And Should be Fine With The 250Watt PSU And Is Under $130.00.

As Long As You Have A Decent CPU And A PCI-E x8/x16 Slot/Hell Even An Open-End PCI-E x4 (Dual Core @ 2GHz+)

You Should Be Fine With Diablo III As Long As You Dont Go Insane On The Detail Levels.
