Is it nice to have a cooler even though I don't have plan to OC CPU in term of $$$/performance?

i believe you would be able to play latest games at high resolution. and yes, with the z77 board, you can overclock your CPU. as of the moment that you do not plan in overclocking, the stock cooler is enough. by the time you want to oc, that's the time you may want to buy a new cooler :)  i could suggest though for you to add another fan for your system...that's for me though :)

You can NOT overclock your CPU with an H77 motherboard. P67, Z68, Z75 or Z77 only.

You will need aftermarket cooling to overclock the CPU as well.

System looks good other than that. PSU is excellent and will allow you to add a second HD7850 in Crossfire later. I would keep the hard drive and see if you can find some money in your budget for an SSD as well. A good ~120GB model can be had for less than $100 and 256GB models are regularly in the $200 and under price range.

i would agree with anort3.

the system looks good, but try investing in a SSD and use the 1TB drives as a secondary to store all your files in there. SSD has to be one of the best upgrades anyone can make to enhance your computer :)

I would replace the mobo with:

http://www.newegg.com/Product/Product.aspx?Item=N82E168...
ASRock Z77 Extreme4-M LGA 1155 Intel Z77 HDMI SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard

Then add a:

http://www.newegg.com/Product/Product.aspx?Item=N82E168...
COOLER MASTER Hyper 212 EVO RR-212E-20PK-R2 Continuous Direct Contact 120mm Sleeve CPU Cooler

if you decide to OC. You won't have to worry about an upgrade for quite some time. Your system with standard settings will run anything out there right now on ultra settings all day long.

Good luck!!
