Run as Adminiator/Different user - programs and features

I'm trying to setup another user as a Win 7 admin. The user group is ok.

Admin can create a directory but the user can't

WTF?

You have to (as admin) right click on the drive or folder you want the user to be able to edit settings, you go to security and edit and add those previleges to the other users.

I have to do this even though the user is a member of the administrator group?

Ok.

I've opened up all the security. And there is no problem with the directories. But when I try to run a PHP page I get a HTTP 401.3 error. Everything that I've seen says that the user does not have access to the directory and that the ACL properties have to be changed.

I've run CACLS.EXE and every user including anonymous have full rights to the directory and the file index.php!

Now what!
