ATI 4890 Sapphire = PC not booting

A friend gave me a 4890 sapphire 1gb gddr5, and the problem I have right now is that pc won't boot whenever I have that GPU inside.
My PSU is a OCZ 600w Mod X Stream PRO, and the rest of my PC:
Single 4gb RAM Corsair XMS3 1600
Athlon II x3 440 3.0ghz @ Phenom II x4 b40
1 hard disk - 500gb
1 DVD
Motherboard ASUS M4A78T-E

So, whenever I try to start PC, everything turns on, even GPU and Hard Disk makes noise, yet, no signal even at the CPU LED.
Also, GPU fan begins to spin really fast, and a red led (D1603) Blinks for like 2 or 4 seconds when turning on computer.

Maybe PSU is not capable enough?

I think the problem is somethings else. Just booted using Onboard and 4890 and everything was nice, even detected 4890 correctly, but seems like energy is not enough since after that, computer rebooted.
Maybe PSU is not giving enough energy?

Yeah, plugged both 6-pin connectors and tried in both PCI Express slots and the only way that I could get into Windows was setting the onboard as principal graphic card. Once in Windows, GPU-Z even detected Graphic card but, when Windows installed generic drivers for it, system hangs out and then, PC will bot but won't get into windows anymore.

EDIT: Forgot to mention, PC worked nice with GTS 250 but with 4890 like I said, everything turns on yet I have no signal nor post.
Motherboard is new, and has most recent BIOS update!
And I'll try testing this GPU in my friend's system
