I am not sure on OCing the GPU too, so go with a 650W just incase.

Ok, so with a xfx 650watt i would be able to OC my CPU though and for the case i can put the excess wires behind the 400R. But anyway if i get that PSU xfx 650 watt then everything would be good to run high end games on good graphics? without overheating or anything like that?

PSU doesn't determine that. The cooling on the card, the voltages you use, and the cooling and voltage on the CPU determine that. PSU determines if there is enough power to run the system.
