Check out the Tom's Hardware $500 budget build. It should work, just fine.

Have a look at this build which includes a monitor, but goes slighty overbudget:

CPU: $63- Intel Pentium G620

Motherboard: $50- Biostar H61

RAM: $40- GSKill 8GB

PSU: $45- Corsair CX430

GPU: $160- HIS Radeon 6870

Monitor: $110- Acer 21.5" LED

HDD: $70- WD Cavier Blue 500GB(has $5 off with promo)

Case: $30- Apex Tx 381

ODD: $16- Samsung
Total (Excluding Rebates,promos): 585 USD

Rebates,promos: ~$35

If you live near microcenter get the CPU from there , it will be cheaper.
