Norton Ghost is driving me insane, pls help

Done drive swaps a million times, never used Ghost before.. using Ghost 5.1b. Drives in question are a 15 gig Maxtor and a 40 gig Fujitsu.. have tried 4 attempts now at cloning the 15 onto the 40 .. each time, the directory structure exists (with a whole bunch of garbage in the display) on the 40.. but try and CD to any dir and get the message that the FAT is corrupt.

Im doing it from a WinME startup disc, minimal boot.
Ive tried the drives on separate IDE channels as masters and with the 40 slaved to the 20 on the same channel. I tried Fdisking the 40 beforehand, ive tried not fdisking the 40 beforehand.. I tried Fdisking, formatting and doing a partition->partition clone rather than disk->disk clone.. again nfg.

Im now going absolutely wacko.. any help appreciated.
