For that system you will only need a 550w PSU, the corsair TX550 is very good. If you plan on getting another GPU and using CrossfireX in the future, then i suggest you get the OCZ Fatal1ty 750W, it's a great PSU for the money.

Ocz psus arent good but pick out of my list
 
Just because the OCZ ModXStream Pro 700W isn't good, doesn't mean that other OCZ PSUs aren't good either. Although I haven't recommended the OCZ Fatal1ty 750W ever, so there's probably a reason for that.
And it's another one with short cables (45cm to the first connector).

Today i have a enthusiast tx 750 coming should i decline it and get the xfx 850 or no
 
The 850W Core Edition is not a significant upgrade over the Corsair TX750 V2, so the answer to that one is no.

The 850W XXX Edition (Silver) is modular, and quieter in idle. So if those things are important to you then it is more likely to be worth swapping.

I like the XFX core Series. I paid a lot more for mine during the summer than they're going for now. They're made by Seasonic and are very nice. A recommended a 550w version to some one earlier and it was going for like $50 off Tiger Direct/ Comp USA.

I would tell you to go for a 750w though, that way you can Crossfire two 7950's if you want to go that way some day, or you can upgraded to just about any other single card out there.

Well I came up with the brilliant idea to check your link I'm guessing you paid the $109 for it? If that's the case the shipping costs wouldn't really justify swapping and saving what $10 on the XFX and getting an extra 100w. As far as quality between the two, there's probably no real difference.
