Can VGAs PCI E 2.0/2.1 run in a PCI E 3.0 slot?

Yup it's backwards compatible both ways, so you can run a 2.0 card in a 3.0 slot and a 3.0 card in a 2.0 slot, and there's no real disadvantage to doing so.

Yes, but PCIE 3.0/2.0/2.1 cards sometimes don't work with PCIE 1.0/1.1 slots unless the manufacturer provide a BIOS update support this.

You're not seeing any performance loss from PCI-e bandwidth limitation unless you're in a very small slot (like PCI-e 2.0 x4). If you are on PCI-e 2.0 x8 or x16, you probably will see no benefit from going to PCI-e 3.0. Even the absolute fastest graphics cards out there see only a 1% benefit (at most) from moving from PCI-e 2.0 to PCI-e 3.0.

Video cards do not fully fill up the bandwith of the Pci-e 2.0 slot or the Pci-e 2.1 slot so yes your card is maximized and it doesn't need the Pci-e 3.0 slot.
