Can we install same OS in different hard drives?

Yes.

For windows, the license is for the pc, which is defined by the motherboard.
If your purpose is to have a hot spare OS, that is ok.
If your purpose is to have a 32 bit version, and a 64 bit version in a dual boot environment, that is ok too.
