How to upgrade directx 9 to 10 1

i have 4GB ram,Dual core E5700,Nvidia geforce 210.it says the graphic card can be capable of DirectX 10.1.how should i upgrade it to DirectX 9.0 to DirectX 10.1.Please reply.
