Rear fan suddenly speeds up and slows down

Hi,

The rear fan of my computer suddenly speeds up and is louder, but then quickly slows down, and then repeats. Reading the fan speed gave me around 1100 RPM, and up to 2200 RPM during the speeding up.
The case is CM Storm Enforcer, and the rear fan is the fan that was included in the case.

Can somebody tell me how to prevent this from happening?

If the Fan is connected to a Fan connector on the motherboard, its most likely the motherboard spinning it up and down due to some thermal setting in the bios.

I have Asrock 970 Extreme 3 motherboard.

The speed I set on is maximum standard, which spins at around 1200 RPM, but sometimes it speeds up to 2000 RPM, and slows down, and repeats this very quickly. I don't understand why it would do that. It didn't happen at first, just started happening one day.
