refurbished means as follow:-
1)The product had a defect and has gone back the manufacturer to be fixed
2)a consumer buys a product from a retailer and returns it and the manufacturer has 3)a policy it must be returned directly back to manufacturer for inspection before resale
3)demo units from a retailer may be returned to the manufacturer to be repackaged and resold
4)there may be damage to the packaging in shipping and sent back to the manufacturer for inspection
5)maybe that gpu that have some problems before and has been fixed and made like an new gpu
there is nothing wrong with refurbished gpus they are good .
non refurbished means its an new card will all thing fine there is nothing damaged.
but in my opinion you should go with that sapphire hd 2gb oc one that one is better then that refurbished one in performance its cooling is very nice and overclocking is very good and also you can change it in to hd 6970 from hd 6950.
