Unable to connect to internet on one user ID

I am unable to connect to the internet using my user ID,but when I login to the guest account I can successfully connect. Can you please help me with this? I am using windows vista and Mozilla Firefox as my browser.

Then boot into safe mode with networking and test it again

Thanks, but I downloaded it and when I tried to run it, it wouldn't allow it and an error msg. popped up that said the program was blocked by group policy and to contact the system administrator. Any other ideas?
