A quality modern PSU has full range active PFC (no little voltage switch) and some level of 80+ certification for efficiency. It isn't the efficiency itself that is the big deal, but that 80+ tests at the full labeled rating of the PSU. Even though their testing temperature is an unrealistically low 23C, junk PSUs would die in flames if run for half an hour at full load like that.
Seasonic, Antec, Corsair, XFX, and Enermax/LEPA are among the better brands. FSP, PC Power and Cooling, some NZXT, and some OCZ are also decent.

Edit: A HD6850 will run reliably on a 380W Antec Earthwatts. AMD specifies a 500W PSU for that card in the vain attempt to account for all the overrated junk out there. If you stick to the two key points I...

AMD says 500W min. So the question is what online sites can you buy from? Where do you get your components from? Any name brand (Seasonic, Antec, Corsair, etc.) will do. If you have a choice and can post links to them we can give more feedback.

Products to avoid include Logisys, Diablotek, Apevia, Sunbeam, Raidmax, Coolmax, Powmax, Coolermaster, and Dynex.
