Replacement system - non Gaming ASUS based

I have a Dell 9200 .. it has a core-2 duo processor with
4 GB DDR2 667 RAM, 2 x 1TB SATA drives. nVidia 9600 GS 256MB ... currently running W7 32bit

It works fine for majority of work ... (MS office, email & browsing), I don't do any gaming.

However I do a fair ammount of Photoshop work ... and it seems to cope fine on that, however the problem is on video editing ...... the Processor flat-lines on HD Video .. often resulting in jerky playback / breakup.
So assuming it's time to build a new PC ...

I would prefer an ASUS MB .... and perhaps the X79-VD3 or P9x79 Pro
or are these overkill for non-gaming ?
I'm assuming that I need to get USB 3, PCIe 3, Quad core - Ivybridge support to at least stay current for immediate future.

What processor should I get to go with it. ( Intel Core i7 3820 Quad Core CPU ?)

What graphics card would be a suitable match ?

What PSU wattage do I need

Any reccomended case .
I am not into frills & appearances ... just functionality

Thank you. Now its easier since I know more. Id suggest a dual core PC if you arent gaming. A Pentium, probably. But yes, i3 is good too for your office work. PSU should be around 500 to 600W.Id add more but i need to sleep XD

I would like to go for a Quad Core as video editing is so processor intensive.

Therefore I would 'aim' to have an i5 CPU, not sure which one ... originally was thinking of i5 2500 (3.3G) however the i5 3570 (3.4G )is only marginally more expensive and is the newer 3rd Generation 'Ivy bridge' architecture.

If I went for this CPU .... what would you suggest as MB ? .......... I want to use ASUS as they consistently win best MB reviews ... what model would be a good match for i5 ?

what other information can I provide ...

I use PC for general office work .. XL, Word, Powerpoint ....

I do a fair amount of VISIO drawings.

email & browsing .......

I don't play games .... I don't watch TV on PC.

I do a lot of photo manipulation with Photoshop, and Video editing with Sony Vegas / Adobe Premier

Also other video apps ... all was OK with SD video, but now all incoming video is HD ... the PC runs out of HP .... playback using VLC or MPC can be very jerky .. processor flat-lines.

Also as per original subject line ... it would be an ASUS MB that I would want to go with.
I liked the case & Optical drive pointers ...

Thinking of 3rd gen Intel i5 3570 ( 3.4G 6MB ) Ivy bridge ..

What would be a good match of motherboard - P8Z68 ??

ASUS Radeon HD 7770 is my thought for Graphics.

I'll also put in an SSD for the OS and maybe 2 x SATA in a Striped RAID config for data & apps, or maybe I won't need that with the SSD.
