CPU Fan problem and connector

Heyy

i have posted lots of times the past two days about my cpu fan not spinning on my new built pc,

So hardly anyone has been posting. so what happens is i turn my pc on and it stays on for 2 seconds the shuts down creating a cycle.I have noticed the cpu fan is not spinning. So then i realize about the 8-pin connecter for the cpu. so i take it back out and notice the pins are different but still fit ,on the manual it says i need a atx 12v power connector and i have a atx 22v connector. so i dont have a clue what to do. or is the connector good and its just A faulty fann???
