CPU temperature spike while editing

Okay while editing my I7 3770k temperature stays around 29-32. When I drag a clip to the timeline on my editing program to start editing the temperature jumps automatically to 38-40 automatically and then very quickly starts going back down. Is it supposed to do this or not?

EDIT: While rendering it also jumps to around 40-43 instantly and stays around there until the rendering is over with. I am just wondering if it is supposed to have that high of a jump that fast?

    Yes that is normal and well within the operating limits of the CPU. Basically you put the dormant CPU to work and it generates heat and the fan does not kick up rpm's until at certain temp.
