I want to buy an i5 and in my country 3350p is much cheaper than 3450.So i have a GPU and i think it's no point in buying a CPU with IGP.
My question is if 3350P has the IGP disabled or removed?
Won't a i5 without IGP run slightly better than one with IGP,because it does only one thing?(also i saw it consumes less)

The 3350P is almost certainly just an i5-3xxx with IGP disabled. There are around 15 Ivy Bridge SKUs out there and all of them except the 3350P has an IGP.

I doubt Intel would bother spending millions of dollars on one specific CPU model when all other models are from one or two lithography mask sets with various features disabled during post-processing.
