We'd like to help you but because there is no definite answer to our questions, I will just take a safe recommendation for a graphics card that can fit into any kind of PSU and motherboard under your $100 budget:

I can not see the 5570 at PCX. But in any case, I do not recommend it. Given your monitor resolution & the available graphics card at PCX for < $100, I suggest the 6670 at P3200 or ~$75.00

Give the kid a break. He did say he is just 1st year highschool. From where he is, it means he is just 12~13 years old. It's good that he even started asking about graphics cards. At least by asking he learned that he have the PSU after all.

The 9800GT is just a little more powerful but it also require PCIe power connectors which again needs that you look if your power supply have the PCIe connectors.
So how much is the 9800GT being sold? If you are getting it 2nd hand and you have to pay for it, don't. If it is new, then the store is selling it to you just to get rid of it because nobody else will buy it unless is very cheap.
You should know that the 9800GT is a very old model & tehcnology. It is already replaced by nVidia 2XX, 4XX, 5XX and now nVidia have 6XX. So its 5 generations old.
