What is the build going to be used for?

That PSU is not very good. Seeing as you don't need as much as a '730W' PSU then you should get a 'lower wattage', but higher quality unit.

1: id get ivy bridge just because it performs better
2:id get something like a asrock z77 extreme4 for the ivy bridge chips
3:16gb of ram is total overkill if you dont video edit. just get a plain set of gskill ripjaws 8gb at 1.5v
4:for 10-20 dollars more, i can pick up at xfx 6870
5:id just pick up a xfx 750w or the tx750w v2 like silvune suggested

i like the 650 because of price it's modulated and a good company. also leaves wiggle room for the future. i don't really want to spend any more.

any other advise before i buy?

not actually didn't see that it was microcenter im getting it at NCIX instead no micro centers in the area

can you suggest a better psu? i can't find a modulated 550w that is reputable and decent looking for the build for less
 
you pay more, you get more quality. the modxstream are loud, not very efficent and unreliable

you need a aftermarket heatsink to overclock. the stock cooler sucks, gets high temps, ad is usually loud at full load. get the heatsink now before the prices eventually go up

vengeance ram doesnt fit under any aftermarket heatsink. thats why i recommend low profile ram. its also cheaper for the same thing. its a win win situation
