Performance mode reboot loop - PSU Issue? (HX850)

I'm having an issue with my new build where when I choose Performance mode from the BIOS options, the system enters a restart loop. It happens continuously until I bring it back into normal or energy saver. I removed my video card and it seems to be booting fine in performance mode (have done about 10 cold boots without any looping occurring). Does this point to the power supply? I'm using a semi-modular Corsair HX850.

Anyone with any ideas on the best way to diagnose this? Windows boots and runs fine from normal and energysaver (with video card).

I'm also running memtest 4.20 and everything seems to be checking out ok, so I don't think it's a RAM issue.

I found someone having a similar problem in the Asus motherboard forums:

If set option to normal computer restarts once before going back to normal.

I have tried with and without graphics card, seems to happen less often without graphics card installed.
