Normal fan speed for geforce 9600 gt

Between 40-50% I guess.

I've a GTS450, and at idle it's around 43-44%, and at full load/gaming, 53% and the temps are around 70C.

The speed of the fan is dependent on the temperature of the graphic card so it varies from card tocard but no fan can go below 40% of the speed at any cost and for maximum it may be using 100% if the card is heating up.

I run my 9800gt card at 100% all the time to get the best cooling of the card though this is not recommended.

Are you getting any problem with your 9600gt?

the thing is, it is running awesome. nice bit rate. the thing is, i dont want to mes it up. burn something out or something.

If you don't tinker around with the timing of the card or the voltages and the fan speed settings and leave everything at their defaults, then you will not end up burning anything. It works absolutely fine at company settings.
I wouldn't worry too much , unless you live in a place with high ambient temps.

You don't have to worry at all for the card but only make sure that the the heatsink of your 9600gt is always properly cleaned up.

It will keep your card pretty much safe.This cleaning applies to your other components also like processor,motherboard and additional pcie cards.
