PSU Voltmeter reading too low

Hi, when testing my PSU output for my laptop, the reading on my voltmeter was 15v, but on the power brick it shows that it is supposed to output 19.5v, should I be replacing the PSU or does this not have significant impact? BTW, I am testing with ACV at 150 level, not sure to use ACV or DCV.

Use DCV it is direct current!

As said use DC usually the 0-20 VOLT RANGE on most multimeters...
