Issue with new build

I just built a new computer, and it appears to be a boot loop issue when i was reading about it. I assumed the motherboard was bad and i sent it back to get a replacement, The new one will be arriving today at some point. If the issue comes up again when i re-assemble is there any tips or suggestions as to avoid or take precautions, prevent this?

Did you format the hardrive and reinstall windows? Rebooting could be a power supply, windows or ram issue.

No its a completely new build. windows isn't installed. Nothing is on the Hard drive.
