My PC wont startup

Hello, my name is Joshua, and my OTHER PC isn't working, I am really good with computers, but you guys are probably better, I need some help. When I first started my PC up today (It does this all the time) it just went to the menu, and then I waiting 3 hours... nothing. So I rebooted it. And it turned on with a black screen. and it automatically turned off, then automatically turned back on, and did that on and on, so I Shut it off. I looked up some videos, and no one had the same problem. Please help! It would be an honor! (I have a Windows 7 HP, it says on the front "Altec Lansing") Thanks!

Can you please tell us your build please?
Also when you say menu you mean the bios setup or windows?
