I have requests for GW2 rigs from mates but from what i gather the mods over their forums are suggesting even a modest PhenomII X4 + HD 6850 rig is able to play GW2 comfortably so why not await concrete info before taking the plunge? To answer your question

1. Single GPU config : GTX 670 >>>> GTX 680 price/performance. In fact the recent Toms review of the GTX 670 even asks if the 680 is made irrelevant

2. Multi GPU : Do not rule out HD 7950CF

PSU is overkill an 850W is plenty for 680 SLI.
I7s are pointless for gaming.
16GB of ram is pointless for gaming and won't be used at all but if you want it just to brag get a set of two 8GB sticks.

Guild wars two requirements are extremely low and all of this is rediculous overkill. What do you actually want to do with this.
